The Return of Rwanda’s Exiled King Kigeli V Ndahindurwa a key pillar to achieving Sustainable Development Goals.

The Democratic Green Party of Rwanda recently called upon the Rwandan Government to help bring back the exiled last Rwandan King Kigeli V Ndahindurwa, who was overthrown in 1961 and currently lives in the United States of America. The King’s return is a key factor for achieving sustainable peace and stability as well as several Sustainable Developmental Goals (SDGs). SDG Goal number 16 states: Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels. It is known history that before colonialism, the Rwandan monarchy ruled for at least 1000 years, people lived together without racism and ethnic divisions. The King was the supreme leader for all his people. Wars fought were only for conquests but not against his people. However, things changed with colonialism and by the end of 1959, the Rwandan society was deeply divided alongside ethnic lines and several people were killed, so many others were forced into exile. The King was eventually overthrown in 1961 and a republic was proclaimed, then independence granted on 7th July 1962. Continued animosity and ethnic divisions marked the following years after independence and by April 1994, those divisions culminated into the 1994 genocide against the Tutsis, where almost one million lives were killed in just 100 days. After the genocide, many people believe that the return of the exiled King would be a key factor in consolidating unity and reconciliation amongst Rwandan people. It is well known that during the monarchy period, people never killed each other due to ethnic differences, they embraced each other, inter-married and life went on. Similarly, many Rwandans believe that the return of the exiled King, would be a good omen for the country. The King would be expected to play a big role in unity and reconciliation of his people. This would mark the real beginning of sustainable peace and stability thus fulfilling SDG Goal number 16. The Democratic Green Party of Rwanda has taken a hard decision to demand the Rwandan Government to help bring back the exiled King. This decision is in line with the party’s policy on resolving the persistent refugee problem. The Party resolved that in order to completely end the refugee problem, the exiled King should be assisted to return to his country. DGPR believes that his return will be the exodus of the return of all remaining Rwandan refugees and it will be a pillar for bringing sustainable peace and security to Rwanda and the Great lakes region. The Rwandan Government has been requested to recognise the exiled king as a former head of state and provide him with all the privileges that are guaranteed by law for a former head of state. The King cannot come back as an ordinary citizen. He represented Rwanda before the UN and he also requested for Independence. The Party finds it difficult for the country to achieve sustainable development and social justice for the Rwandan people when the issue of the exiled king is still unresolved. It would be hard for Rwanda to achieve the Sustainable Development Goals (SDG’s) when peace and stability is not guaranteed. By Frank Habineza

Le Parti Démocratique Vert du Rwanda, mouvement d’opposition, demande le retour à Kigali du dernier roi du pays. Selon les Verts, le roi Kigeli, qui vit en exil depuis qu’il a été renversé en 1961, devrait être autorisé à rentrer. Aux yeux de cette formation, le souverain déchu devrait être traité avec les égards dus à un ex-chef d’Etat. C’est une monarchie dont les origines remontent au Moyen Âge. Les rois du Rwanda ou mwamis ont régné sur les mille collines, et parfois au-delà, jusqu’au renversement du dernier monarque en 1961. Kigeli V s’est d’abord exilé en Tanzanie, en Ouganda, au Kenya puis, dans les années 1990, aux Etats-Unis. Il aura bientôt 80 ans, et le Parti vert démocratique voudrait que le souverain rentre à Kigali pour favoriser « la paix et la sécurité ». Le chef du parti, Frank Habineza, évoque même l’éventualité d’un référendum sur la monarchie constitutionnelle : « S’il rentre au pays, nous estimons que la population pourrait être consultée par voie de référendum sur une éventuelle monarchie constitutionnelle. » « C’est un sujet délicat, concède-t-il, un sujet délicat depuis longtemps. Des gens qui ont abordé le sujet ont subi des représailles. Nous demandons au gouvernement de permettre à tous d’en débattre ouvertement. » Et de conclure : « Ce sujet devrait cesser d’être tabou. Bientôt, il sera trop tard. Le roi aura bientôt 80 ans. Nous craignons qu’il n’ait pas beaucoup de temps devant lui. Nous avons besoin de lui pour que notre pays puisse aller de l’avant. » « Un problème incontestable pour le RPR » de Kagame Le président Paul Kagame et son parti se sont déjà dits favorables au retour du roi, mais uniquement à titre de simple citoyen. Selon Filip Reyntjens, un spécialiste du Rwanda à l’université d’Anvers, en Belgique, la monarchie reste un sujet délicat. Mais selon lui, le Parti vert et d autres mouvances « à l’intérieur et à l’extérieur du Rwanda », espèrent qu il soit non pas nécessairement le nouveau chef de l’Etat, « mais quelqu’un au-dessus de la mêlée qui pourrait réconcilier tout le monde ». Ils y verraient selon lui « une légitimité qui viendrait s’installer à côté de celle de Kagame », et donc qui poserait tout de même « un problème incontestable pour le RPR » du président. Le Parti démocratique vert dit avoir l’intention d’aborder le sujet de son retour avec Kigeli V lui-même. Il ne s’est pas prononcé ni sur ses intentions, ni sur ses projets, mais tout indique qu’il y réfléchit. Le roi déchu précise même, sur la page d’accueil de sa fondation, que la fonction de la monarchie est de créer du consensus entre « des factions politiques en guerre ». A cette heureuse occasion, les partis présents à la 2ème rencontre élargie au président de la Fédération des Verts d’Afrique et au président du parti de la gauche verte du Maroc, adressent nos vives félicitations à l’heureux élu. Cet évènement constitue à nos yeux un symbole significatif devant permettre à l’humanité entière de saisir ce nouveau tournant dans la gouvernance du monde pour un développement durable. When i was young i came to learn that the house i was sleeping in ( Namutamba Estate) indeed hosted Umwami-King Kigeli V of Rwanda in 1960 during his Official visit to Uganda and Intore traditional dancers in Namutamba made a good show for the King. I later learnt that, the same house i was sleeping in and table was using also hosted the Sabasajja King Ronald Muwenda Mutebi of Buganda, then to my great surprise i learnt that the man who raised me up and paid for my School ( Uncle John Nagenda and family) was the One who brought back King Mutebi then Sabataka ( Chief of the Land) to the Bush war in Luwero triangle because the chief liberator , H.E.Yoweri Museveni , was having difficulty to convince the Baganda people to join the struggle to liberate Uganda from the dictatorship. So Uncle John a rebel then in the National Resistance Movement/Army, went to UK and brought King Mutebi to the Bush and it proved very helpful to the struggle. I hear King Mutebi was a Colonel in her Majesty s Army ( i stand to be corrected). As if that was not enough, Uncle Tendo Nagenda (RIP) became a chief Cook for the King. All this used to bring great proud to my family. I remember Aunt June Nagenda, telling me that i served the King breakfast without knowing. Ohh that was a great feeling. When i was in Primary School, we prepared some songs when Sabataka Muwenda Mutebi was visiting Burela sub-County. It was Amazing to see how the Baganda people wanted their King to be installed. I used to sing very well the Buganda anthem Ekitibwa cya Buganda and another good song Umurangira Wasaja. But it’s a shame i know none of our Rwandan king’s songs. Back to my Rwandan roots, my Mom used to tell me that she is from Abega Clan, the Clan where Rwandan Kings married from and she would tell me that we all had Royal blood. My father used not to give a damn at all, so we never celebrated that. However, all the time he used to swear in the name of the King and we took that very seriously. I used to wonder what went wrong, why was i born in exile, why was there the 1959 social revolution as many call it, why was the King in exile since 1961. Why were people Killing each other. We used to hear that President Amin Dada offered King Kigeli military support to return to his country But he refused to shed blood on his people. And again i heard one Namutamban young man (from my village) Ezra Bunyenyezi used to be the Kings personal Assistant those days (stand to be corrected). All that used to make me wonder. Then when RANU and later RPF started, people used to ask them if the King had approved of the liberation struggle and the response was yes though in reality it was a NO. All this proved that the Rwandan King was non-violent and indeed had no Kings Army as many had made us believe. But the King never returned after July 1994, when RPF had taken over the Rwandan Government. We waited and our eyes kept waiting. A lot has happened since then, it became taboo to talk about the King. Some in RPF said he never supported them. Then we had even President Kagame went to convince him to return but nothing happened. As for me two months after RPF stopped the genocide, that is in September 1994, i was able to be among the first returnees who came back from Uganda. Ohh, i remember we came in a Tata Lory and slept at Kagitumba boarder post. Then the next day was glad to see zebras and Impalas crossing in Akagera National Park. It was a great feeling though later we were sadned to find dead Bodies in houses and seeing dogs running with human hands and other parts in Kayonza and Kabarondo. That i can never Forget. Neither can i forget a house in Nyamirambo-Kigali, where we entered and found the whole family dead Bodies in a room. The Journey has been long and sad. Having said all that, i find it my Big responsibility on behalf of all my people to Request the Rwandan Government to do whatever it takes to bring back our King to our motherland Rwanda, when he is still alive. He is already in his 80 s and exiled in USA. I promise my people that i will do whatever i can to make this dream become a reality. Dr.Frank Habineza
