Consultations with political organisations in Rwanda on political and electoral reforms will not take place

The Democratic Green Party of Rwanda would like to inform members of the media and the general public that the National Consultative Forum of Political Organisations in Rwanda has today the 29th September 2016 negatively responded to its request for consultations with all political parties and organisations on matters concerning political and electoral reforms. The Democratic Green Party of Rwanda had decided to consult with political organisations on some points which are of great interest to all political parties, such as: securing financing for political campaigns in advance and representation of all political parties in the National Electoral Commission. DGPR believes that such modest reforms would have been beneficial for all political parties and organisations in the country, however, the negative response from the Consultative Forum, has complicated this noble initiative. The Democratic Green Party of Rwanda, will consider other peaceful and non-violent means to find solutions to these challenges. Kuwa 19 Mata 2016, ni bwo Green Party yashyikirije Minisitiri w’Intebe, inyandiko zisaba ivugururwa ry’Itegeko rigenga amatora n’irigenga imitwe ya Politiki, ibyo bikaba byaraje nyuma yo kubisaba Komisiyo y’Amatora kuwa 2 Ukuboza 2014 n’Inteko Ishinga Amategeko kuwa 20 Gashyantare 2016. Kuwa 31 Kanama 2016, ni bwo iri shyaka rivuga ryakiriye ibaruwa iturutse mu kigo cy’Igihugu gishinzwe Imiyoborere, RGB, isubiza ku ngingo 10 zari zikubiye mu byo Green Party yasabaga. Rwanda Government refuses to make political and electoral reforms demanded by the opposition

The Rwandan Government, through the Rwanda Governance Board, the body that registers political parties, negatively responded to the opposition Democratic Green Party of Rwanda’s demands for political and electoral reforms. The opposition Democratic Green Party of Rwanda had submitted its demands for political and electoral reforms to the Rwandan Prime Minister on 19th April 2016, this was after a failed attempt to the Rwandan Parliament on 20th February 2016 and to the National Electoral Commission on 2nd December 2014. All previous instances produced no positive results. In a letter dated 31st August 2016, the Rwanda Governance Board (RGB), responded negatively to all the ten requests for political and electoral reforms calling them individual opinions without substantive evidence. Rwanda Governance Board stated that all laws regulating the political aspects, which we call for revision, have been enacted following an extensive and inclusive process of consultations, with a wide range of stakeholders, including all political parties and civil society organisations. That they represent policy choices underpinning wide political consensus in Rwanda. RGB further stated that for Government to change such policies, two imperatives for policy change must be proven evident. One is the irrefutable evidence that the existing policy is not working well and the second is a sizeable number of policy actors demanding for the change. The Governance Board concluded that there is no strong rationale for a fundamental change to the current policy and legal frameworks on elections and political parties. The Democratic Green Party of Rwanda is very shocked by this negative response from the Rwandan Government, especially because all the mentioned stakeholders’ consultations happened before the party existed legally. This being one of the main reasons why this opposition party was started, because several of political and electoral laws enacted in advance are not favourable for a vibrant democracy in Rwanda, they favour the growth of a one party state system. Political and electoral reforms favour a healthy competition between several political actors and help in building trust in the electorate and different stakeholders. Failure to make political and electoral reforms becomes a threat to sustainable peace and security as evidenced in several African countries. The Democratic Green Party of Rwanda, will continue this process by consulting all political actors in the National Consultative Forum of Political Organisations in Rwanda. The party will also consult with its lawyers on a possible law-suit, the judiciary seems to be next logical remedy after failing to get a positive response from the Legislature and the Executive. Green Forum at the Center of the African Greens Success Story

It was during the Second Global Greens Congress in April-May 2008 which took place in Sao Paulo-Brazil, that Green Forum Sweden recommitted itself in support the African Greens Network, as it was called then. Previous efforts in West Africa and East Africa had not been successful and this was a serious cause for concern, since without the continent of Africa, there would not be a Global Greens Movement. After the Global Greens Congress in Brazil, Rwanda Green Society submitted a project proposal to Green Forum, which would help to unite all Greens in different parts of Africa, and as well establish a Green political federation, comprising of political parties and political movements. The first activities were held in Benin, Morocco and Tunisia, it was later decided to hold an African Greens Movement, preparatory meeting in Benin, which was attended by 13 countries from East, South, North, Central and Western Africa. This prep meeting took place in June 2009, it was agreed that the founding congress for establishing the African Greens Federation would be held in Kampala, Uganda in April 2010. Indeed, in April 2010, Green Forum supported this founding congress and 23 countries were present and a political federation was officially established and leadership elected. The African Greens Charter was also adopted. This Congress was also attended by the Secretary General of the European Greens Federation and a representative of Green Forum. The diversity of different cultures, languages and national political dynamics has been a source of our strength. There has been tremendous growth and success after the official establishment, the Federation officially got registered as an international political Association in June 2012 in Burkina Faso, West Africa and a continental secretariat was established and launched immediately after. The federation was also able to host the Third Global Greens Congress in Dakar, Senegal in April 2012. This was not an easy task but when people are united they can really achieve a lot. The federation went into its second growth phase and established five regional federations, which are: the Southern Africa Greens Federation bringing together Madagascar, Mauritius, Zambia, Mozambique, Zimbabwe, South Africa and Angola. the North African Greens Federation, bringing together, Egypt, Tunisia, Morocco, Egypt, Libya and South Sudan the East African Greens Federation, bringing together, Rwanda, Uganda, Kenya and Burundi the Central African Greens Federation, bringing together, Chad, Democratic Republic of Congo, Central Africa Republic, Gabon and the Republic of Congo (Brazzaville) and the West African Greens Federation, bringing together, Niger, Burkina Faso, Mali, Togo, Senegal, Ivory Coast and Guinea Conakry. The Africa Green Federation has 29 member countries, and several member parties are participating in national elections, some have won seats in parliaments and local governments. Others have been appointed ministers. The green vision is getting stronger. Green Forum has played a key role in achieving this success story. The Federation has now entered its third growth stage, which is strengthening this regional networks and make them able to support member countries. It has also got new partners, the Green Party of England and Wales/West Minister Foundation for Democracy and the Belgian Green Party (Groen), whom have committed to supporting both East Africa and West Africa respectively. The journey is still long, but we are very proud of what we achieved and how far we have come from. All this could not have been achieved without the tremendous support of Green Forum Sweden and several partners. We hope more will be achieved in the coming years as we consolidate the regional federations and move to the fourth growth stage. We are putting more focus now on participation and winning general elections and have seats in Local Government structures, national Governments and national Parliaments. The Democratic Green Party of Rwanda is pleased to inform members of the media and the general public that it successfully conducted a leadership training for party members in Rwamagana District and established party structures. The trainings were conducted between 3rd -11th September 2016, with support from the National Consultative Forum of Political Organisations in Rwanda. The trainings focused on the following themes: Political competition: elections, rules and regulations during electoral campaigns Political ideology and general principals of politics Political leadership and political conflict management Gender and the role of women in decision making organs Responsibilities, structures and strategies of political parties in a democracy Partnerships between private sector and the Government in development and young entrepreneurship Members also elected a party district committee, which will oversee the formation of other structures in Rwamagana District. This committee will work closely with the Provincial Women Greens Committee in the Eastern Province. The Democratic Green Party of Rwanda was officially launched on 14th August 2009 as an opposition party. It got official registration on 9th August 2013 and accepted as a member of the National Consultative Forum of Political Organisations in Rwanda on 3rd April 2014.
