The Leader of the Democratic Green Party of Rwanda, clarifies on different slander stories published by RUSHYASHYA Newspaper in January and February 2011. RWANDA DEMOCRATIC GREEN PARTY LEADER, Frank HABINEZA CLARIFIES ON RUSHYASHYA NEWSPAPER SLANDER STORIES The Editor –in- Chief, Rushyashya Newspaper, After the publication of different news stories in Rushyashya Newspaper defaming the party and its leader, we would like to make the following clarifications : 1. RUSHYASHYA Newspaper, Vol.99 of 20-30 January 2011, on both its first and second pages published an article of an alleged list of organisations and individuals whom it claims will be making Kayumba and Karegyeya s Government and put the Democratic Green Party of Rwanda on it. We would like to inform the Rwandan public and all those who read that article that this information is not true. We are not aware of that list and our party has not made or signed any agreement with the concerned people/parties. 2. The same Newspaper, on its 10th page had a big title : Rwanda Green Party Leader Living in a Refugee Camp in Sweden (Umuyobozi wa Rwanda Green Party mu nkambi y impunzi muri Suede). We would like to inform you that this information is not correct. The reasons that led the Green Party Leader to travel to different European countries were made known and published in different newspapers as well as aired out on BBC Great Lakes service. He is in Sweden on official duties, he is not living in a secret place, if any one wishes to visit him, he/she is welcome. This Newspaper therefore, made malicious propaganda aimed at defaming the party Leader. The Democratic Green Party of Rwanda has started preparing itself for the forthcoming Parliamentary elections. 3. RUSHYASHYA Newspaper, Vol.100, 8-20 February 2011, both on its first and second page put an article claiming the existence of 5000 Soldiers trained to attack Kigali, and mentioned that the Democratic Green Party of Rwanda collaborates with RUD-URUNANA (Rally for Unity and Democracy) in mobilising that armed group. We would like to let everyone know that this is a naked lie, we have no contact or agreement with RUD URUNANA. 4. In the same article, the Newspaper writes that Green Party Leader, Frank Habineza, has become a tool for those fighting the ruling party-RPF from within. This is slander and malicious propaganda. Frank Habineza is the one who championed to start the Democratic Green Party of Rwanda in August 2009, he was having that idea since 2003. We can give concrete information on that, since many people have been aware of that and can testify. Green Party Leader has a wide range of experience in environmental management activities and equally as an advocate for democracy. He is a graduate of Public Administration from the National University of Rwanda in Butare. He was trusted with leading the African Greens Federation and represents Africa in the Global Greens Coordination. We would like to request this Newspaper to never again defame us or implicate our parents in Rwandan politics. Like all other political parties in Rwanda, those wishing to be members or supporters of the Democratic Green Party of Rwanda and ready to abide by its statutes and the laws of the country are welcome. 5. In conclusion, we would like to remind you that the Democratic Green Party of Rwanda left the Consultative Council it shared with FDU Inkingi and PS Imberakuri on 28th December 2010 for reasons that we explained and published in the Rwandan media. RUSHYASHYA Newspaper started this malicious campaign in December 2009 and we had decided to ignore all their propaganda but of late, they have made us question the real motives behind this propaganda. This Kinyarwanda language Newspaper in its current issue : Vol.100, of 8-20 February 2011 on its second page, writes that the Democratic Green Party of Rwanda works with RUD-URUNANA (Rally for Unity and Democracy- a party accused of having links with FDLR -Democratic Liberation Forces of Rwanda-which the UN and US have put on lists of terrorists groups), in mobilising a rebel armed group to attack Rwanda. This malicious campaign is aimed at tarnishing the good image of the Democratic Green Party of Rwanda. We have never worked or collaborated with RUD-URUNANA. The Newspaper did not even bother to consult with us. The same Newspaper in its Vol.99 of 20-30 January 2011, made a list of organisations and individuals whom it claims will be making Kayumba and Karegyeya s Government and put the Democratic Green Party of Rwanda on it. Again this Newspaper did not consult us before publishing such malicious information, yet in professional journalism, they were obliged to do so. The Democratic Green Party of Rwanda, had a press conference on 24th December 2009 and made it clear that Lt.Gen Kayumba Nyamwasa and others were not our members, a press release was issued and is available on the party website. We would like to re-affirm our position once again that we have not worked or collaborated with the above mentioned people and we are not part or members of the Rwanda National Congress. We are independent. This is a malicious campaign aimed at putting innocent Rwandans in trouble for no good reason. The Rwandan Media High Council has an obligation to counsel and ensure respect of the law and professional ethics in print and broadcast media as well as the internet. It has done this before to several other Newspapers and RUSHYASHYA should not be an exception. We would like to urgently appeal to the Media High Council to take serious measures against RUSHYASHYA Newspaper and hand them an immediate suspension and consider a court order for definite suspension. (via Mabinogogiblog Original Post) Our colleague Frank Habineza, founder and leader of the Democratic Green Party of Rwanda, and also President of the African Greens Federation and Co-Africa Representative to Global Greens Coordination (GGC), has circulated a letter to the UN Secretary General, requesting an Independent Investigation into the alleged assassination of the Democratic Green Party of Rwanda s First Vice President, Andre Kagwa RWISEREKA, who was found be-headed on 14 July 2010. The letter comes from his family. The Rwandan Opposition Consultative Council also demanded an independent inquiry in July 2010 and Human Rights Watch called for an Independent Autopsy. The Democratic Green Party of Rwanda seeks justice for its Vice President. There is a lot of intimidation and threats directed at Green Party members in Kigali and a serious character assassination and dehumanization campaign against the Green Party Leader (Frank Habineza), accusing him of being a non-national. It is thought that there is a plan to overthrow him from the Party Leadership and replace him with a stooge and then register the Party. The Green Party was unable to compete in the recent rigged elections in Rwanda, because its attempts to register as a party were blocked by Kagame s goons. It it the duty of all Green Parties and greens to continue to stand with Rwanda and the Democratic Green Party of Rwanda. It is to the shame of the Commonwealth that the Secretary General is not responding to letters on this matter. Sadly, it seems that the Commonwealth no longer cares about human rights, only about commerce. Rwisereka His Excellency, I write to request your assistance in having an independent investigation in connection with the death of my father, Andre Kagwa Rwisereka which took place on July 13th, 2010, in the city of Butare, Rwanda. I am the eldest son of the late Rwisereka and I am responsible for speaking on behalf of my family. One week before his death my father told me he was concerned that he might be harmed for his political views and activities. It is because of these reasons that I believe his assassination was politically motivated. I have concerns over the medical autopsy and investigation done by Rwandan police to date and would like an independent investigation done by independent foreign experts. To our knowledge the Rwandan authorities have stopped all investigations into his death. Suspects implicated in my father s assassination have been released from custody without court appearance. Eyewitnesses report having seen dozens of marks on my father s body, suggesting torture, but the Rwandan Police has denied such allegations. Your Excellency, I sincerely believe an independent investigation will determine whether my father was a victim of politically motivated assassination so that those responsible for this heinous crime can be brought to justice. Furthermore, such an investigation and its findings will provide a much needed closure to a tragic chapter our lives. The Democratic Green Party of Rwanda is calling upon Rwanda s Development Partners and all Friends of Rwanda to emphasize much more the opening up of political space as leverage for foreign Aid to the Government of Rwanda. This is the only sustainable way that will ensure a peaceful democratization process for our Country. The President of the Democratic Green Party of Rwanda is so much alarmed with the new allegations doing the rounds in the diplomatic circles in Kigali, being spread by some people from the Rwandan Government, that he [Frank Habineza] has left the country to join hands with those preparing for war. This is a total lie, no one should accept to be fooled. After putting in prison all my opposition colleagues Bernard Ntaganda of PS Embarakuri and Victoire Ingabire of FDU Inkingi, now they are trying to find excuses to block me from coming back home. This is an excuse being used to blind fold the International Community that all opposition politicians are criminals. No one should buy that naked lie. They should rather release all political prisoners and open up political space, instead of giving endless excuses. My background is very clear, it can be tracked from my childhood in Uganda and my life at the National University of Rwanda in Butare and thereafter. Actually before I was appointed by the cabinet to work in the Government in 2005, a background search was done on me. I have lived a peaceful and non-violent life. I am an innocent democracy loving citizen and a respected member in my Church. Before joining politics I was in charge of Men s Fellowship. My morals are not up for question. Ever since I joined opposition politics, for over a year now, the Government of Rwanda could not find any criminal charge against me, they tried to dig up in all my former places of work, including at my previous church and found nothing against me. I have the moral authority to challenge the Government of Rwanda as the only remaining Opposition Leader outside prison. I have a clear political ideology [the green ideology] which I also spear head in Africa as the President of the African Green Parties Federation. I have not been involved in any genocide ideology politics, I always champion for the unity of all Rwandans, even those who ask for my tribe I always tell them am Rwandese. I have never even attempted to get in touch with any armed group. I believe that the problems of Rwanda cannot be solved by use of military might but through peaceful means of conflict resolution, that is non-violence. Actually if there is anyone out there who thinks that an armed struggle can help to solve problems in Rwanda, they should forget about that. Things have changed, Rwanda of today is not the Rwanda of 20 years ago, regional and international politics have also changed. I am completely against any use of military force to take political power. Those who think so are day-dreaming. Likewise the President of Rwanda should not be bothered by such baseless threats and roumers, even FDLR has failed, yet it had all the means. Our party decided not to contest the results of the presidential elections in order to avoid any post election violence and declared its intentions to stand in the upcoming parliamentary elections. We believe that the changes we want in Rwanda can be achieved if political space is opened and when we are in parliament and other decision making organs. We also understand that democracy is a gradual process not an immediate event. Am now aware that some people in the Government have approached my people in the party and requested them to pin me down on any criminal activity and then be awarded party registration and other big offers. The Government of Rwanda should come out clean and save its face. They would get more credibility by warmly accepting our party to get registered without indulging themselves in such a smear campaign against me. They are risking the credibility and image of the person of the President and that of the Republic of Rwanda. We have only one Rwanda, we have nowhere else to go, only what we need is to live at peace with each other, have independent institutions such as Judiciary and Parliament, then we would be sure that our children will live together happily thereafter. I would like to clear out all doubts to all those wondering my whereabouts and what am doing in Europe ; when I left Rwanda, I arrived in Sweden, went to Germany, came back to Sweden, and then went to France and again came back to Sweden, I had official invitations for all those trips and it was planned before I left Rwanda. Ever since then I have not left Sweden. I have actually declined any further invitations to visit America or other European countries for fear of not wanting to be mis-interpreted. I am in Sweden on specific duties ; working on the African Green Federation Capacity building Project and as well as Rwanda Sustainable Organic Farming Project. My duties will soon be done. I will be back home soon. I can prove what I am saying. I have never traveled to South Africa or been in touch with the people there. The concerned authorities of the Government of Sweden know my residence address and can prove my travel details explained above. I call upon the Rwandan Government : to drop all those excuses and let the Democratic Green Party of Rwanda be registered, quicken the investigations into the gruesome murder of our First Vice President, Andre Kagwa Rwisereka, and release all political prisoners. The International community should emphasize much more the opening up of political space in Rwanda as leverage for foreign aid. We would like to make this clear, we are not calling upon stopping of foreign aid to Rwanda but would like you to use your friendship with the Government of Rwanda to bring genuine democratization. We count on you. I would also like to call upon all the members of the Democratic Green Party of Rwanda not to accept any political manipulation and empty offers. Always remember what happened to those who divided PS Imberakuri, remember that they were driven in good cars for a short time but later ended up in prison. Excellencies, as you may be aware, all the three genuine opposition political parties that have challenged the RPF Led Rwandan Government have undergone serious and dangerous trials both in 2009 and 2010. They were all blocked from participating in the recently concluded Presidential elections, which the incumbent run with stooge candidates and later awarded himself 93%. The Government refused to register the Democratic Green Party of Rwanda after a whole year of risky peaceful struggle that was started on 14th August 2009. Its Vice President Andre KAGWA RWISEREKA was assassinated and found decapitated on 14th July 2010, till now those killers have not faced justice and there are no signs of on-going investigations despite the fact that the UN Secretary General, EU, Government of France and Government of Canada called for investigations. The Government of Rwanda also refused to register the United Democratic Forces-FDU Inkingi and many of its members have been imprisoned or released on bail. On 14th October 2010, Ms. Victoire INGABIRE UMUHOZA, FDU Inkingi Leader was arrested and incarcerated in KICUKIRO police custody on politically motivated charges of forming a not-yet known terrorist organization (Coalition of Democratic Forces CDF as an alleged military wing of FDU-Inkingi). The conditions of her detention are cruel and inhumane : she is day and night in handcuffs and denied any sleeping item. In April 2010 she was bailed out of jail and kept since then under extended house arrest. She had never been given a chance to defend herself in a court of law and now new politically motivated charges have surfaced. We are strongly convinced that this was a Government Plan to bar her from competing in the past Presidential elections. We are very concerned that she may be treated and incapacitated like the former Head of State, Mr. Pasteur BIZIMUNGU. We call for her immediate release from Prison. The Social Party Imberakuri had managed to get registered in July 2009 after several failures and beatings, but was later broken up into several factions, one of them now in the Government s Political Parties Forum. Its Founding President, Maître Bernard NTAGANDA is in prison since 24th June 2010, he is in critical healthy conditions and had been admitted at King Faycal Hospital last week, he is reported to be losing sight and to be paralyzed due to ill-treatment in the Kigali Maximum Prison known as 1930 . The vicious cycle of political violence in Rwanda has been due to a lack of a system for a peaceful competition for and transfers of power between the political elites. We must all take a commitment to make sure that it does not happen again. Justice is needed for the country to achieve genuine reconciliation and sustainable development. To have sustainable peace in Rwanda, there is a strong need of creating political space that enables a peaceful process of transfer and competition for power. We call for a Truth, Justice and Reconciliation Commission and a Rwandan National Dialogue. It is quite sad that the present government has failed on many of the promises it pledged. We have more political leaders in exile today than ever before : three former Prime Ministers, two former Speakers of Parliament, three former Ministers of Foreign Affairs, one Minister of Defence, one Minister of Justice, one Minister of Home Affairs assassinated in Nairobi, Members of Parliament (one was assassinated in Nairobi), ambassadors, military officers including (Lt.Gen. Kayumba Nyamwasa who survived an assassination attempt on 19th June 2010 in Johannesburg, South Africa), etc. Many ordinary people are fleeing their country at a time when prominent members of the political elite are fleeing for their lives. We fear therefore that the present management of the political system has the potential to lead to another cycle of violence. This must be stopped immediately ; UN Security council can prevent this. It should not be like the 1994 Genocide. In this respect, the members of the Permanent Consultative Council of Opposition Parties in Rwanda, decided to take part in a peaceful democratisation process of the country. We are determined to help break the cycle of fear, mistrust and impunity in Rwanda. The Rwandan Opposition has been subjected to verbal and physical intimidation and abuse. The legal framework has been used against us to stop United Democratic Forces (FDU–Inkingi), the Democratic Green Party of Rwanda from registering our political parties and exercising our political rights. The Democratic Green Party of Rwanda s founding convention on 30th October 2009 was sabotaged violently, by people suspected to be connected to security organs and others to be working for the Government. An independent press has almost completely disappeared. In July 2010, Mr. Jean-Léonard RUGAMBAGE, a journalist and critic of the government, was murdered. The papers that are critical of government have been forced to close down (UMUSESO and UMUVUGIZI Newspapers) and their owners forced to flee the country, because their lives were in danger. Both are now operating online from exile. The Government has recently lifted the suspension on these papers, but the present Media Law and National Media Council are legal tools used by the Government to control free media in the country. The Media Law need serious revision. Journalists are jailed on charges related to their freedom of expression. Other media houses exercise self-censorship in order to survive. Two Editors of UMURABYO Newspaper (Ms.Agnes UWIMANA NKUSI and Ms.Saidat MUKAKIBIBI) are in Prison. Civil society organisations are forced to take the official Government line in order to operate. We are very convinced that only a democratic system of government and rule of law can bring durable peace and development to Rwanda and to the Great Lakes Region at large. Rwandans are capable of solving these problems without resorting to violence. We have hard enough violence. In conclusion, we are appealing to the UN Security Council to do everything in its power to bring the Rwandan Government to respect the United Nations conventions it has signed including the UN convention on political and civil rights and the African Charter on democracy, elections and good governance. We are convinced that the only solution in the growing social and political tension in Rwanda depend more on the resolution of the internal political problems, this is why we request you to urgently intervene in the Rwandan Political crisis. In particular, we request you to impress upon the President of Rwanda to immediately release all political prisoners : Ms. Victoire INGABIRE UMUHOZA, Maître Bernard NTAGANDA, Mr. Deo MUSHAYIDI, Mr.Charles NTAKIRUTINKA, Ms.Seraphine MUKAMANA, Mr.Andrew MUGANWA plus many others and also allow political parties that are critical of the regime ( the Democratic Green Party of Rwanda and FDU-Inkingi) to register and exercise their full political rights and let the legally recognised leader of Social Party Imberakuri, Maître Bernard NTAGANDA, manage his party without Government interference.
