Few days ago the leader of Greeen party, Dr. Frank Habineza told Imirasire.com that he, himself and his party disapprove proposals of the amendment of the national constitution. “The Democratic Green Party of Rwanda held a meeting with the political bureau… and we took a decision,…The Party does not support or will not support any proposal to change the constitution.” Habineza Said Dr. Frank Habineza Playing President Kagame’s recorded Voice via his mobile phone During Contact FM’s One on One Talkshow, Frank Habineza underlined his position regarding the issue and revealed facts he believes will restrain President Kagame to run for third presidential term. Habineza played On Air President Kagame’s voice where the president says he will have been a bad leader if nobody proves himself capable of replacing him. This comes as a response to doubts held by some people claiming that no one will be able to take the lead and make Rwanda achieve outstanding progress as Kagame did. If you have been on power for 10 to 20 years, among your achievements you will have helped your people to develop and keep your leading ways, if you have been excellent. When they can’t, it means your leadership was bad. If it is the case, I cannot go on.” On the record, president Kagame emphasized that he can’t hold on power because nobody showed up to take his palace. Instead he can’t keep ruling if he was unable to raise people who can lead a nation the day his term will be over. “If I ruled well and yet people could not follow my lead and fail to find my successor, what they will see is what they deserve. So I can leave it for them and let them get what they deserve. The Democratic Green Party of Rwanda is pleased to inform members of the media and the general public that it successfully finalised leadership trainings for party members in both Rusizi and Bulera Districts. These trainings were conducted between 7th-22nd February 2015. The trainings focused on the following themes: Political ideology and general principals of politics Political leadership and political conflict management Political competition: elections, rules and regulations during electoral campaigns Responsibilities, structures and strategies of political parties in a democracy Partnerships between private sector and the Government in development and young entrepreneurship Gender and the role of women in decision making towards economic development DGPR also managed to establish District Executive Committees in the two above mentioned districts. We recognise different support received from district and local officials, National Consultative Forum of Political Organisations in Rwanda and other stake holders who helped in solving problems that took place in Bulera District. Members of the East African Greens Federation from the Democratic Green Party of Rwanda, Ecological Party of Uganda, Mazingira Greens Party of Kenya and Burundi Green Movement, met in Kampala, Uganda, from 12th-13th February 2015 and made a strategic plan for the next five years. The strategic plan will help member parties in implementing the Green Ideology within the Eastern Africa Region. This strategic planning workshop and the process were supported by the Westminster Foundation for Democracy and the Green Party of England and Wales. The African Greens Federation, wishes to extend its gratitude to the representatives of the West Minister Foundation and the Green Party of England and Wales, who shared their experiences and expertise to the East African Greens. Rwanda’s Supreme Court has issued a decision stating that it will not hear DGPR’s lawsuit on the non-respect of French Language, which was filed on 8th December 2014. The Supreme Court decision states that, the case could not be accepted because the evidences submitted were not in form of laws or international conventions violated, but administrative decisions/actions, which could be heard by another competent court. DGPR believed that the constitutional court had the competence to rule on this case, since, the party has submitted evidences in form of tangible acts done by different Government Institutions violating Article 5 of the Constitution. The Democratic Green Party of Rwanda will therefore, take this case to the High Court in Kigali. DGPR believes that the non-respect of article 5 of the constitution negatively affects many educated Rwandans as it denies them a chance of equal treatment as citizens and thus makes them unable to achieve their legal rights as stipulated in Article 16 of the Rwandan Constitution, which states that: ‘All human beings are equal before the law. They shall enjoy, without any discrimination, equal protection of the Law’. Article 5 of the Rwandan constitution stipulates that Rwanda uses three official languages: Kinyarwanda, French and English, however, many Government institutions such as the National Bank of Rwanda, Rwanda Revenue Authority, National ID Project and many others, have opted to either use English alone or with Kinyarwanda, and deliberately left out French. As we come to the close of the year, we take this moment to thank all our party members, supporters, the media fraternity, the Greens Family and the general public for the different support accorded to the party during 2014. The Democratic Green Party of Rwanda, recorded key milestones during 2014: DGPR’s application to join the National Consultative Forum of Political Organisations was accepted in April and in August, DGPR attended its first meeting where its Treasurer was elected to the position of Vice Spokesperson. DGPR received different visitors, among them, the Vice President of Germany’s Parliament and several Members of Parliament from Germany. The party leader conducted an official visit to Germany and signed the first phase of a future partnership with the Greens in Rhineland Palatinate (Rheinland-Pfalz). DGPR also actively supported the Swedish Greens during their national elections in September. The Swedish Green Party is now a coalition partner in the Swedish Government. DGPR also actively participated in the activities of the African Greens Federation and Global Greens. DGPR’s President got elected for a second term to lead the African Greens Federation during its third congress in Madagascar. DGPR successfully established party structures in six districts: Huye, Rubavu, Musanze, Bugesera, Kirehe and Muhanga. The party also trained its members in those districts. Women Leaders trainings were also conducted on provincial level and the participants were selected from different districts. The trainings were conducted in Rwamagana, Karongi, Gicumbi and Nyanza. DGPR established Provincial Women Greens Committees in those provinces. The year 2014 also came with its challenges, DGPR’s National Organising Secretary, Jean Damascene MUNYESHYAKA went missing in June and till now all efforts to find his whereabouts have not yet yielded any positive results. During 2014 DGPR finalised the registration process by getting its official status published in the official gazette of the state. DGPR’s leader participated in the US Government’s International Visitor Leadership Program (IVLP), on democracy and mid-term elections, where many lessons for nation building were learnt and shared with many Rwandans. Looking ahead to 2015, we shall continue the process of setting up party structures in several districts in the country and continue to uphold our principals and democratic values.
