Rwanda’s Supreme Court has issued a decision stating that it will not hear DGPR’s lawsuit on the non-respect of French Language, which was filed on 8th December 2014. The Supreme Court decision states that, the case could not be accepted because the evidences submitted were not in form of laws or international conventions violated, but administrative decisions/actions, which could be heard by another competent court. DGPR believed that the constitutional court had the competence to rule on this case, since, the party has submitted evidences in form of tangible acts done by different Government Institutions violating Article 5 of the Constitution. The Democratic Green Party of Rwanda will therefore, take this case to the High Court in Kigali. DGPR believes that the non-respect of article 5 of the constitution negatively affects many educated Rwandans as it denies them a chance of equal treatment as citizens and thus makes them unable to achieve their legal rights as stipulated in Article 16 of the Rwandan Constitution, which states that: ‘All human beings are equal before the law. They shall enjoy, without any discrimination, equal protection of the Law’. Article 5 of the Rwandan constitution stipulates that Rwanda uses three official languages: Kinyarwanda, French and English, however, many Government institutions such as the National Bank of Rwanda, Rwanda Revenue Authority, National ID Project and many others, have opted to either use English alone or with Kinyarwanda, and deliberately left out French. As we come to the close of the year, we take this moment to thank all our party members, supporters, the media fraternity, the Greens Family and the general public for the different support accorded to the party during 2014. The Democratic Green Party of Rwanda, recorded key milestones during 2014: DGPR’s application to join the National Consultative Forum of Political Organisations was accepted in April and in August, DGPR attended its first meeting where its Treasurer was elected to the position of Vice Spokesperson. DGPR received different visitors, among them, the Vice President of Germany’s Parliament and several Members of Parliament from Germany. The party leader conducted an official visit to Germany and signed the first phase of a future partnership with the Greens in Rhineland Palatinate (Rheinland-Pfalz). DGPR also actively supported the Swedish Greens during their national elections in September. The Swedish Green Party is now a coalition partner in the Swedish Government. DGPR also actively participated in the activities of the African Greens Federation and Global Greens. DGPR’s President got elected for a second term to lead the African Greens Federation during its third congress in Madagascar. DGPR successfully established party structures in six districts: Huye, Rubavu, Musanze, Bugesera, Kirehe and Muhanga. The party also trained its members in those districts. Women Leaders trainings were also conducted on provincial level and the participants were selected from different districts. The trainings were conducted in Rwamagana, Karongi, Gicumbi and Nyanza. DGPR established Provincial Women Greens Committees in those provinces. The year 2014 also came with its challenges, DGPR’s National Organising Secretary, Jean Damascene MUNYESHYAKA went missing in June and till now all efforts to find his whereabouts have not yet yielded any positive results. During 2014 DGPR finalised the registration process by getting its official status published in the official gazette of the state. DGPR’s leader participated in the US Government’s International Visitor Leadership Program (IVLP), on democracy and mid-term elections, where many lessons for nation building were learnt and shared with many Rwandans. Looking ahead to 2015, we shall continue the process of setting up party structures in several districts in the country and continue to uphold our principals and democratic values. Le Parti Démocratique Vert du Rwanda, le 8 Décembre 2014, a introduit un procès à la Cour suprême, concernant le non-respect de la langue française, tel que stipulé dans l’article 5 de la Constitution rwandaise. L’article cinq de la Constitution rwandaise stipule que le Rwanda utilise trois langues officielles: Kinyarwanda, Français et Anglais, cependant, de nombreuses institutions gouvernementales telles que la Banque Nationale du Rwanda, l’Office Rwandais de Recettes (Rwanda Revenue Authority), le Projet National de l’Identité (National ID Project) et bien d’autres, ont choisi d’utiliser soit la seule langue anglaise ou le Kinyarwanda, et délibérément laissé de côté la langue française. Il est sans oublier que la majorité de la population rwandaise communique en Français comme leur langue premiere étrangère. Le Parti Vert du Rwanda (DGPR) trouve ce comportement un obstacle au processus d’unité et de réconciliation nationale, car il laisse beaucoup de gens dans l’incapacité d’atteindre leurs droits légaux comme stipulé dans l’article 16 de la Constitution rwandaise, qui stipule que: «Tous les êtres humains sont égaux devant la loi . Ils ont droit, sans aucune discrimination, une protection égale de la loi ». Le Parti Démocratique Vert du Rwanda estime que la Cour suprême du Rwanda, qui se constitue aussi à la Cour constitutionnelle, aura un examen sérieux de cette loi enfin de protéger la Constitution rwandaise at sa mise en application. Le Parti vert du Rwanda existe depuis le 14 Août 2009. Il a été officiellement enregistré le 9 Août 2013 et acceptée en tant que membre du Forum National Consultatif des Organisations Politiques au Rwanda le 3 Avril 2014. Le statut du Parti Vert du Rwanda (DGPR) fut publié dans le Journal Officiel de la République du Rwanda le 4 Août 2014. DGPR finds this behaviour a hindrance to the national unity and reconciliation process, since it leaves many people unhappy and unable to achieve their legal rights as stipulated in Article 16 of the Rwandan Constitution, which states that: ‘All human beings are equal before the law. They shall enjoy, without any discrimination, equal protection of the Law’. The Democratic Green Party of Rwanda believes that Rwanda’s Supreme Court, which also constitutes itself into the Constitutional Court, will take a serious consideration of this law-suit and take a decision which will protect the Rwandan Constitution. The Democratic Green Party of Rwanda was officially launched on 14th August 2009 as an opposition party. It got official registration on 9th August 2013 and accepted as a member of the National Consultative Forum of Political Organisations in Rwanda on 3rd April 2014. The Political Bureau of the Democratic Green Party of Rwanda, met on 22nd November 2014 and took an official stand on the proposed request regarding the lifting of the presidential term limits from the constitution of the Republic of Rwanda. After serious analysis of the proposed request by the political bureau, the Democratic Green Party of Rwanda wishes to inform members of the media and the general public, that it does not support the proposed change as well as an advancement of this request to the parliament and a subsequent referendum on lifting of presidential term limits. The Democratic Green Party of Rwanda, believes that respect of the current two term limits of seven years each, is more than enough for a leader to implement his/her manifesto. The Democratic Green Party of Rwanda is fully convinced that it’s important to respect the constitution in order to allow a peaceful transfer of power and implement the principal of rule of law. The request was launched by the Ideal Democratic Party (PDI), Parti Sociale-Imberakuri (PS Imberakuri) and the Party for Solidarity and Progress (PSP).
