DGPR Calls upon Rwandan Authorities to Expedite Investigations in the Missing of it’s National Organising Secretary.

The Democratic Green Party of Rwanda calls upon all concerned authorities in the Republic of Rwanda to expedite investigations into the continued disappearance of it’s National Organising Secretary, Mr.Jean Damascene Munyeshyaka, who went missing on 27th June. The Democratic Green Party of Rwanda is very concerned and worried that two weeks later, there is no trace of life or death of Mr.Jean Damscene Munyeshyaka. The police investigations seem to be moving very slow. DGPR’s President and Munyeshaka’s wife reported the case at Nyamata Police Station in Bugesera District on 30th June. They met the District Police Commander and gave him all relevant details. The Party President in accompany of the First Vice President and the Secretary General also went to the Police Headquarters on 3rd July and met with the Commissioner of Criminal Investigations Department and later recorded a statement with a senior CID official. Munyeshyaka’s wife also recorded a statement with the Police’s Criminal Investigation Department in Kigali on 7th July. DGPR believes that Government exists to protect and ensure the unalienable rights of the people, which include the right to life, liberty, peaceful assembly, expression, worship and the pursuit of happiness. The Democratic Green Party of Rwanda (DGPR) requests all national security organs to help in finding the whereabouts of its Organizing Secretary Mr.Jean Damascene MUNYESHYAKA, who has been missing since Friday last week (27th June 2014). Mr.Munyeshyaka Jean Damascene was called on phone by an unknown person around 15:00 hrs on Friday in Nyamata town, Bugesera district. He felt concerned and left that number with a party member though, two hours later that number was switched off and all his phones also went off, since then he has never been seen in public again. This happened after he had circulated party letters to the district, sector, cell and village level of the intended plans of the party to visit and take some gifts to one village of the genocide survivors in Bugesera district, an activity that was planned for today (2/7/2014) but has been cancelled. Party leaders and his wife reported the matter to Bugesera Police Station on Monday 30th June 2014 and also met with the District Police Commander. The Democratic Green Party of Rwanda is very concerned with this disappearance due to the fact that on 13th July 2010, its former Vice President, Andre Kagwa Rwisereka went missing and found murdered the next day, in the ex-Butare province ( Huye). MUNYESHYAKA Jean Damascene, was in the private sector but before then he had been a member of Rwanda Defence Forces (RPA/RDF) for ten years and was demobilized. La Fédération des Verts Africains (FeVA) a tenu à l’hôtel Colbert à Antananarivo du 19 au 21 juin 2014 son troisième Congrès ordinaire. La cérémonie d’ouverture a été présidée par Dr Frank Habineza en présence du Global Forum des Ambassadeurs d’Allemagne et du Maroc, de M. Robinson Jean Louis et M. Andrianainarivelo Hajo. Les travaux ont porté sur le rapport financier, l’audit des comptes, le futur programme, les amendements des statuts et Règlement intérieur, le renouvèlement de toutes ses instances notamment le bureau, le Comité d’éthique, les membres du Global Green Coordination. Au cours de leurs travaux les rapports-pays discutés ont été adoptés par les congressistes, leaders des partis Verts Africains, représentants les six (6) régions du continent. En outre les échanges ont aussi porté sur les axes de l’écologie politique en Afrique. A la fin des travaux qui se sont poursuivis dans le Parc naturel d’Andasibe Hotel Lodge Vakona, les congressistes ont procédé au renouvèlement de leurs organes dirigeants. C’est ainsi que les principaux responsables ont été reconduits dans leurs fonctions et de nouvelles personnes ont fait leur entrée. Les congressistes ont exprimé leurs remerciements et leur gratitude aux dirigeants du Parti Vert de Madagascar pour la qualité de l’accueil et de l’organisation qui ont permis le succès de ce troisième congrès. DGPR’s President re-elected to Chair the African Greens Federation

The Democratic Green Party of Rwanda is pleased to inform members of the media and the general public that it’s President, Dr.Frank HABINEZA has been re-elected to Chair the African Greens Federation for the next four years (2014-2018). This vote of confidence took place at the African Greens Congress in Antananarivo-Madagascar, from 20th -21st June 2014. The Congress brought together 17 political parties from across Africa. The African Greens Federation has its headquarters in Ouagadougou, Burkina Faso. Dr.Frank Habineza was first elected in 2010, when DGPR was still struggling to get registered, a process that took it four years. His new election as President of the African Greens Federation was an appreciation for achievements recorded in the last four years and as well an acknowledgement to the Government of the Republic of Rwanda for having allowed the Greens set foot in Rwanda. He was also one of the three officials elected to represent Africa on the Global Greens Coordination, the second coming from Niger and the other from Morocco. The substitutes come from Madagascar, Chad and Uganda. The congress also elected other officials, from different parts of Africa, who include: the First Vice President from Burkina Faso, Second Vice President from Madagascar, Secretary General from Senegal, Treasurer from Uganda and the Communication Secretary from Niger. The Committee also has Regional Chairs: Togo represents West Africa, Kenya represents East Africa, Egypt represents North Africa, Congo-Kinshasa represents Central Africa, Mauritius represents the Indian Ocean states, while the Southern Region will send its representative at a later date. DGPR has Established Party Structures in Some Districts and Provinces and Finalised Leadership Trainings. The Democratic Green Party of Rwanda is pleased to inform members of the media and the general public that it has established some party structures in four districts and Women Greens committees in four provinces. It has also concluded party leadership training for both women leaders and party members. Women Leaders trainings were conducted on provincial level but participants were drawn from different districts. The training in the Eastern Province took place in Rwamagana, while that of Western Province took place in Karongi, for the Northern Province it was in Gicumbi and finally in Nyanza for the Southern Province. DGPR took on the opportunity to establish Provincial Women Greens Committees in those provinces, which is a good step forward for the party in establishing itself at the grassroots level. The first phase of Party leadership trainings were conducted in Bugesera district, Huye district, Rubavu district and Musanze district. DGPR also established District Executive Committees in the above mentioned districts. This is a very important achievement for the party after its official registration last year in August. The trainings focused on the following themes: Meaning of political ideology and politics Responsibilities, structures and strategies of political parties in a democracy Gender and the role of women in decision making towards economic development Partnerships between private sector and the Government in development and young entrepreneurship Political leadership and political conflict management Political competition: elections, rules and regulations during electoral campaigns All trainings were done with support from the National Consultative Forum of Political Organisations in Rwanda. The Democratic Green Party of Rwanda has raised its Party flag, today, 14th April 2014, at the National Consultative Forum of Political Organisations in Rwanda. DGPR was officially accepted as the eleventh member into the National Political Parties Forum on 3rd April 2014. The Party was established on 14th August 2009 and officially registered on 9th August 2013. DGPR membership will be of great value both to its members and the country at large as it will be able to contribute its ideas with other political parties governing the country and also challenge and contribute to the policies from the governing coalition. DGPR will also promote the culture of debate as an opposition party with those in the ruling coalition on different matters affecting the state. The party believes that this is an important step forward after official registration as it will enable it to move to great strengths. DGPR Calls for Improved Social Welfare for the Survivors of the 1994 Genocide against Tutsis.

During this upcoming period of the 20th Commemoration of the 1994 genocide against Tutsis, the Democratic Green Party of Rwanda wishes to express its comfort with the survivors of that genocide. DGPR would like to take on this opportunity to call upon the Rwandan Government to expedite plans to provide shelter, food and education to the survivors, since it’s evident that even after twenty years some survivors have nowhere to sleep, no means of survival in a normal life. DGPR demands an urgent attention to the elderly survivors who were left with no offspring or relatives. Most of them do not have physical strengths and no means of survival. We call for a special fund and or a project for the elderly at the community level, which will help to address this problem. Kigali: The Democratic Green Party of Rwanda calls upon the Governor of the National Bank of Rwanda to consider the French language while printing all new bank notes. It came to our notice that the National Bank of Rwanda printed new bills of 500 Frw only in Kinyarwanda and English languages yet before the old notes had the French language as well. DGPR finds this act against the Rwandan Constitution, especially in Article 5, which states that the official languages of Rwanda are: Kinyarwanda, English and French. DGPR calls upon the Governor of the National Bank of Rwanda to respect the constitution and consider printing new bank notes in all the three official languages as recognized by the Rwandan Constitution.
