While Rwanda continues to enjoy the fact that it has fulfilled its commitment to have 30% of the national territory covered by forests, the Democratic Green Party of Rwanda requests that this cover continue to expand up to over 50% of the national land. Green Party made the remark on Friday, 05 August 2022 during a press conference that tackled various subjects including the environment. Currently, the Ministry of Environment in Rwanda says that 30.4% of the national territory is covered by forests. The afforestation success was achieved after different measures and different policies that have been put in place in order to restore the degraded forests which has also led to positive changes including the creation of green jobs among the local community. The president of the Green Party of Rwanda, Dr. Frank Habineza says that the Green Party wants Rwanda to increase the forest cover in order to continue combating desertification and soil erosion. “Planting forests is one thing and protecting them is another,” he said. He added that “There are times when forests are planted but you find that they are not protected.” “So we have to increase the forest cover but also maintain it.” Dr. Habineza said. He explained that if forests are managed properly, they will help the country in fighting desertification and erosion. President of the Green Party of Rwanda, Dr. Frank Habineza noted that the Green Party will continue to fight against businesses that emit pollutants whether in the air or on the soil of Rwanda. He said, “There are cases where some industries have not any specific way to dispose of the wastes from their operations and send them into the water bodies. These should also be stopped because they harm human life and the environment.” He went on to say that Rwanda is doing a lot to protect the environment, but more efforts should be made. Among the Green Party’s concerns are people who operate without regard to environmental impact assessments. He said, “We want everyone to comply with the environmental protection laws, especially regarding the Environmental Impact Assessment Law.” On the issue of erosion, Dr. Frank Habineza says that the Democratic Green Party of Rwanda will continue to campaign for the tightening of anti-erosion programs and to be respected so that the erosion problem is solved 100%. “This is mainly due to the fact that it has been found that erosion is a very serious problem because it damages the rivers and streams of Rwanda,” he said. He gave the example of the Nyabarongo bassin and the Akagera River where the siltation is too high to confirm that the measures to combat erosion should be tightened. Although the Press conference was not only about the environment, it was clear that the Green Party is breaking the boundaries of what it should focus on in the future, given that next year Rwanda enters the election period where the parties will show the people what they prioritize and will strive for. Young people in Muhanga District in the Southern Province of Rwanda have requested the Democratic Green Party of Rwanda to advocate for them in order to have access to entrepreneurship programs while at the same time urging the National Bank of Rwanda to provide new guidelines on slashing down the Bank Interest rate for them to easily create their own jobs. In July 2021, the Rwandan Senate said that unemployment among young people was on the rise and that a large number of its projects were failing, the reason why serious measures need to be taken. Some of their findings include the content of a report by the Senate Committee on Social Welfare, which came from an analysis of the government’s activities in the job creation process. Senator Umuhire Adrie, who represents the Senate Social Welfare Committee, returned to the unemployment rate, which was 22.4% higher than the national average of 17.9%. ‘as released by the National Institute of Statistics in 2020. The proportion of graduates in vocational and vocational schools who got the job was 67.7% in 2016. The percentage dropped to 64.9% and 59.6% in 2018 and 2019. He added that they have discussed the issue with the youth, the reason why they are requesting the Bank National of Rwanda to discuss with the local financial institutions, especially the SACCOs to reduce the interest rate which is high compared to their ability. He also demanded that young people not be required to have work experience when looking for a job, rather they should be given the opportunity to familiarize themselves with the jobs while at the same time acquiring the experience. However, employers should also avoid exploiting them since some take them for granted and give them jobs without any contract and end up not getting paid. Jeannine Mucyeshimana also says that women are struggling to find the capital, so she urges the government to help them for the best of the country. “The government and other partners have to help us find an investment capital that will help us thrive, and have a better life.” She said On the part of the party leadership, Mukansanga Denise, the DGPR Deputy Treasurer says that government to the citizens is like a child and a mother, so they need to be advocated for progress. “There is a need for change. For example, a low-income person who starts a business of Rwf 50,000 Frw does not expect to be able to earn a living, such as food, clothing,…” she said The Rwanda Youth Financial Inclusion Report which was produced by Access to Finance Rwanda (AFR) in partnership with National Bank of Rwanda, Ministry of Finance and Economic Planning and National Institute and of Statistics Rwanda recommended that increasing access to post-secondary education is critical in building a knowledge-based economy. It says establishing a catchment programme that up-skills the youth after completing their education will facilitate a transition from education to employment. It recommends supporting young business owners to avoid premature death of businesses and introducing affordable credit products which could likely increase usage of credit. Youth financial inclusion strategy should focus on people in rural areas and those in lower-income quintiles, recommends the report. The recommendations also include leveraging technology to provide financial services and introduce new products since the youth own businesses in the agriculture (21.2 percent youth) services sectors (45.9 percent) than the rest of the population, and increased entrepreneurship in these sectors would have a positive impact reducing youth unemployment, recommends the report. Given the informal mechanisms exhibiting higher risk exposure, efforts directed towards tailoring formal savings products to suit the needs of youth is likely to attract the youth in developing a culture of saving formally, it adds. Young people in Nyagatare District, Eastern Province of Rwanda have committed to protect the environment to build country’s resilience to climate change effects. The interventions are needed considering that cimate change also affects youth and thus affecting the future of the country. Having considerd the dangers and threats posed by climate change, the young people are chipping in to save the environment in Nyagatare. The effects of climate change include water shortage, decreased food, and increasing disasters and diseases. Rwanda Forest Authority(RFA) figures indicate that Nyagatare District has a lowest-forest cover in the country, thus causing drought as a result of climate change. Youth from Democratic Green Party of Rwanda (DGPR) are taking the lead in saving Nyagatare from drought effects. Niyonzima Jean Claude, 30, recently elected to lead youth from DGPR in Nyagatare, has urged other young people protect and conserve the environment by raising their voice. “We will raise our awareness about forestation so as to reduce the use of firewood, and urge the government to contribute to the reduction in cooking gas prices so that more people are able to buy it. This will thus reduce deforestation and help in coping with drought, ” he said. The awareness campaign will be held in the public spaces through community meetings, and community works among others. A 21-year-old Dufitumukiza Pelagie, recently elected to lead women in Nyagatare district said they are going to take the initiative to protect the environment as it is one of the main pillars of the party. “We have to inform concerned people about the dangers of deforestation actions; those who fell trees must stop. We are commited to conduct awareness compaigns onforestation,” she said. On the other hand, Masozera Jacky, the party’s treasurer, says its key pillars include protecting the environment as one of the most important issues to be addressed in Rwanda. The party encourages protection of the environment via reforestation, bamboo tree planting along the banks of rivers and streams, as it was done on sebeya river catchment.The activity also includes the construction of terraces. Rwanda had set a target for the first Economic Development Plan (EDPRS I) of Vision 2020, which is to have 30% of the country’s forested areas covered. The 2019 census showed that it has achieved and exceeded as 30.4% of national surface is covered by forest. However some districts are lagging behind.These include Kirehe at 17% and Nyagatare at less than 20%, while Nyaruguru is at 50%.
