Rwanda Democratic Green Party (DGPR), the country’s main opposition party, plans to challenge sections of the electoral law that restrict political parties from accepting foreign donations, ahead of the September 2018 parliamentary elections. Party leader Frank Habineza said his party is working on a document that details shortcomings caused by electoral legal norms. “We are concerned that we continue to have a law prohibiting political parties from soliciting funds from NGOs, church organisations and international donors,” said Mr Habineza. The 2013 law governing political organisations and politicians prohibits political organisations from accepting donations and bequests from foreigners, foreign business companies, industries and organisations involved in other activities or in which foreigners are shareholders. The country’s leadership argues that such donations and bequests are likely to undermine the independence and integrity of the country. Technically, political parties can only raise funds from their supporters, local donors and the government. The law further requires political parties to declare in writing to the Rwanda Governance Board, which is in charge of political parties, all donations and bequests received that have a value starting from Rwf1 million ($1,180) with a copy to the office of the Ombudsman. “This is a serious limitation because many potential donors shy away from giving us money since they know we are supposed to declare it, indicating the donor, the type and value of donations,” said Mr Habineza. Another challenge, according to the Green Party is that a party can only get government funding after elections and if they score at least five per cent of the vote. The party says this is unfair and only favours larger parties including the ruling party. Mr Habineza suggests that parties wishing to participate in an election be given funding beforehand. In Tanzania, parties are not barred from raising funds using NGOs and religious organisation. They can equally receive donations from foreign organisations and individuals, which must be disclosed. In Uganda, parties are not allowed to receive direct cash funding from foreigners and foreign organisation, but they can help parties organise trainings and capacity building efforts. C’est avec une grande stupéfaction et une profonde indignation que les responsables de la Fédération des Verts d’Afrique (FeVA), ont vu à travers les médias, des images choquantes et insoutenables des actes d’esclavagisme en Libye. Ces images mettent en exergue une vente aux enchères de ressortissants africains originaires des pays membres de la CEDEAO vendus comme du bétail par des nationaux Libyens. Un trafic d’être humain, ignoble et digne d’une époque révolue. Qualifiés de crime contre l’humanité, ces actes sont passibles de la Cour Pénale Internationale (CPI). Les auteurs, co-auteurs et complices doivent y répondre devant celle-ci. Considérant que ces crimes ont été rendus possibles voire aggravés par la situation d’insécurité quasi permanente et hautement dangereuse qui prévaut actuellement en Libye et qui résulte en grande partie des conséquences des politiques anti-immigrations de l’Europe ; Considérant la responsabilité historique des pays membres de l’OTAN pour leur intervention directe en Libye avec pour objectif le renversement du régime de Kadhafi ; Considérant la démission voire la complicité des Présidents et Chefs d’Etat des pays de la CEDEAO dont les ressortissants en sont victimes ; Considérant que l’esclavage est un crime odieux contre l’humanité. La Fédération des Verts d’Afrique (FeVA), demande instamment à : 1. L’Union Africaine de prendre des mesures énergiques à l’endroit du gouvernement Libyen pour l’amener à rechercher les auteurs, co-auteurs et complices de ces crimes afin de les déférer devant la CPI ; 2. La Libye de libérer immédiatement tous les prisonniers ressortissants des pays de la CEDEAO ; 3. Aux pays membres de l’union Européenne de revoir leurs politiques anti-immigrations dans le respect des principes fondamentaux des droits de l’homme souvent mis en avant dans leurs relations diplomatiques ; 4. Aux dirigeants des pays de la CEDEAO de se ressaisir non seulement pour défendre et garantir tous les droits des ressortissants des pays membres à la fois dans l’espace CEDEAO qu’en dehors, et de créer les conditions favorables au développement et à l’épanouissement de la jeunesse, dans leurs pays respectifs; 5. La Société civile et tous les défenseurs des droits de l’homme de rester vigilants et mobilisés pour dénoncer les abus, violations et toutes les atteintes aux droits de l’homme dans la région. STATEMENT BY PRESIDENTIAL CANDIDATE FRANK HABINEZA, AFTER THE PRESIDENTIAL ELECTIONS, HELD ON 4th AUGUST 2017 Fellow Rwandans, On behalf of the Democratic Green Party of Rwanda and on my own behalf, I would like to thank every Rwandan who voted for me. You demonstrated much love for our manifesto and you believed just like me, that there could be some improvements and changes on what has been done in this country. You all have given me more courage and confidence to continue a more democratic struggle for our beautiful country. I also wish to take on this opportunity to thank the national congress of the Democratic Green Party of Rwanda which nominated me in March 2017 to be their flag bearer, and the very brave campaign team, party members and my family who overwhelmingly offered their total support to me throughout the campaign period. I would also want to thank the National Electoral Commission, the media, security organs and other government institutions which played their role to ensure a peaceful electoral process. As you know the Democratic Green Party of Rwanda had a rough start, but we never lost hope. Our campaign was good, well organized and we invested in our resources and energy as much as possible. Although we had a few challenges at the beginning, we were finally able to reach every part of the country as we had planned. It was indeed a healthy learning process and we will use this experience to make DGPR an even stronger party. The preliminary results of the 2017 presidential elections were indeed not pleasing as we had expected, however, as a democrat, I would like to take on this opportunity to congratulate the RPF candidate, Paul Kagame for the victory and wish him all the best. I argue all Rwandans who unreservedly supported us to remain calm, united and peaceful as we move forward together as a nation. Finally, I call upon the National Electoral commission to rectify some of the obstacles we encountered during the campaign. These include: some local authorities who were not cooperative and the hindrances to our election observers/party agents. The National Electoral Commission has today the 7th of July 2017 confirmed Dr. Frank Habineza as a presidential candidate in the Rwandan presidential elections, representing the opposition Democratic Green Party of Rwanda. This is a big milestone achieved after struggling for eight years towards democratic change. This will be the first election where the ruling party will compete with an opposition party since the country was returned to democratic rule in 2003. President Frank Habineza, will champion the respect of all fundamental freedoms as enshrined in the constitution and promoted by international human rights instruments. The Democratic Green Party of Rwanda will, in addition, re-enforce the rule of law and re-instate the supremacy of the supreme court over other judicial organs especially by removing the last appeal of its decisions from the Ombudsman. President Habineza, will also ensure food security and food safety, strive for reduction of high rate of unemployment, promote economic growth without environmental suicide, establish progressive taxation system while reducing VAT by 20% and introducing a single combined tax regime. It will also establish the National Security Council and ensure a better civil-military relations model that allows civilian supremacy among several other plans it intends to do. The Democratic Green Party of Rwanda is pleased to inform the general public and members of the media, that its leader, Dr.Frank Habineza, has submitted all credentials for Presidential candidacy to the National Electoral Commission, on the 12th of June 2017. According to the Rwandan constitution and all electoral laws and instructions, the dossier submitted include the following: Confirmation of Rwandan nationality Letter confirming single citizenship Birth Certificate Certficate of criminal record, prooving that the candidate has not been convicted for more than 6 months Political party confirmation, that the candidate represents the party Confirmation that one of the parents is a Rwandan by origin Act of birth proving citizenship of parents Certificate of Residence Voters Card Letter confirming that all documents submitted are true. The National Electoral Commision will announce provisional candidates on 27th June and a final list will be published on 7th July. Campaigns will start on 14th July and end on 3rd August. Presidential Elections will take place on 3rd August for Rwandans in diaspora and on 4th Augutst 2017 for Rwandans in the country.
